Where is the site?
The site is located on the eastern side of Scarva, on land north of Moody Park and east of Main Street. The 3.9-hectare site is currently undeveloped and sits within walking distance of local services, public transport and Scarva Park.
Why has this site been chosen for housing?
The site is located within the settlement limit of Scarva and is zoned for housing development within the Banbridge, Newry and Mourne Area Plan 2015. Although local government reorganisation since 2014 has replaced these councils, the Area Plan still carries significant planning weight in determining the planning application as the adopted Plan for development within Scarva.
How does this relate to Phase One?
This land is proposed as Phase Two of Kelly Brothers’ development in Scarva, following the submission of a planning application in February 2026 for 32 homes as part of Phase One. You can view further details about this planning application here using the planning reference LA08/2026/0151/F.
Phase Two has been designed as a continuation of this wider masterplan and will be accessed through the Phase One development, delivering the final phase of housing on the allocated lands.
Both phases have a long-established planning history for residential development, including outline and reserved matters permissions.
What is included in the full planning application?
The planning application seeks permission for 80 new homes, comprising a mix of 50 semi-detached homes and 30 detached homes. The proposals include a range of three- and four-bedroom properties designed to meet local housing needs and provide choice for first-time buyers, growing families and those seeking to remain within the local area.
In addition to providing new homes, the proposals include new public open space, extensive landscaping and tree planting, a pedestrian link to Scarva Park, parking and associated infrastructure.
The full description of development on the planning application requests permission for the “Erection of housing development with solar panels, garages, car parking, private and communal amenity space, hard and soft landscaping works, retaining structures, site works and access arrangements from Main Street.”
Where are we in the process?
The project team submitted a Proposal of Application Notice (PAN) on Friday 19th June 2026 to Armagh City, Banbridge and Craigavon Borough Council to notify them of our intention to submit a major planning application.
As part of the PAN process, we are sharing our proposals with the public through this consultation to seek feedback. Interested parties have been notified through a combination of a public notice in the Banbridge Chronicle, a local leaflet drop and emails to the elected representatives for the area.
At the end of the public consultation period, which closes on Friday 4th September 2026, all feedback received will be reviewed and considered by the project team. A summary of the consultation and responses will be set out in a Pre‑Application Community Consultation (PACC) Report, which will be submitted as part of the planning application.
Once the planning application has been submitted to Armagh City, Banbridge and Craigavon Borough Council, a statutory consultation period will take place. During this stage comments can be made directly to the Council as they assess and determine the application.
