The planning application seeks permission for 80 new homes, comprising 50 semi-detached homes and 30 detached homes, including a mix of three- and four-bedroom properties.

In addition to providing new homes, the proposals include new public open space, extensive landscaping and tree planting, a pedestrian link to Scarva Park, parking and associated infrastructure.

The proposals form Phase Two of the wider residential development at Main Street, Scarva. Phase One, which comprises 32 homes, is currently being considered by Armagh City, Banbridge and Craigavon Borough Council under planning reference LA08/2026/0151/F.
Phase Two has been designed as a continuation of this wider masterplan and will be accessed through the Phase One development, delivering the final phase of housing on the allocated lands.

Vehicles will access the site through the Phase One development via the new junction on Main Street which also makes provision for a dedicated right turn lane.

Homes will be two storeys. The location and height of these buildings have been informed by site levels, the landscaping strategy and the surrounding context.

The proposals provide policy‑compliant parking, with two spaces per house (160 parking spaces) and 22 homes having an additional garage.

The proposals have been designed to retain the majority of existing mature boundary vegetation and hedgerows around the site, which provide important habitat and landscape value. These features will be complemented by new native and ornamental planting throughout the development, helping to enhance biodiversity and create an attractive living environment.
Ecological surveys are being undertaken to inform the proposals and ensure any environmental impacts are appropriately assessed and addressed through the planning process.

A comprehensive drainage strategy will be submitted as part of the planning application, incorporating appropriate attenuation measures to manage surface water on site and ensure controlled discharge rates.
Pluvial flood risk (flooding caused by rainfall and surface water runoff) will be assessed and mitigated as part of the planning application through a Drainage Assessment, in accordance with prevailing planning policy and environmental guidance. The site does not fall within any area of fluvial flood risk (flooding caused by rivers, streams or watercourses).

During the planning process, the project team will engage with infrastructure providers, including utilities and local services, to determine whether mitigation is required.
NI Water has responded positively through the PDE (Pre-Development Enquiry) process with requisite capacity available at the receiving wastewater treatment works, storm and foul sewer network alongside a public water supply connection.

As part of the planning determination process, a Construction Management Plan will be agreed with Armagh City, Banbridge and Craigavon Borough Council to minimise disruption, manage vehicle movements, and control noise and dust. We would anticipate this forming a condition within the planning permission, should it be granted, and agreed with the Council prior to work commencing on site.
